Tactics
Tactics does not have a weapon of its own — it raises the damage of whichever one you are holding. It rides along on your weapon gains rather than training separately, so it climbs quietly in the background of every fight you have ever had.
Tactics raises the damage of whatever weapon you are already holding, and trains itself off your weapon gains. There is nothing to start and nothing to equip.
Damage is only half of it: Dexterity decides how fast you swing. A weapon's printed speed is what it does at 100 Dexterity — below that it is genuinely slower, bottoming out at just over a third of that speed at 10. Raising Dexterity is the single biggest thing a new fighter can do for their damage over time, and the first points are worth the most.
